MESSAGE FROM CHIEF JUDGE KIM SKIEVASKI:
I write to you in my capacity as Chief Judge of the First Judicial Circuit and as Chairman of the First Judicial Circuit's Indigent Services Committee (ISC). Many changes have occurred in our conflict counsel system as a result of Revision 7 to Article V of our State constitution.
If you are a lawyer in the First Circuit, you know that with the great privilege of practicing in this profession comes an equally great responsibility. The First Judicial Circuit Indigent Services Committee's goal is to provide indigent citizens of Escambia, Okaloosa, Santa Rosa, and Walton counties with competent legal representation. Among the new requirements, the First Circuit is required to maintain an Attorney Registry List (ARL) which is used for appointment of conflict counsel by rotation. A number of attorneys currently serve and are on the ARL. However, it is necessary that we have the services of additional attorneys to meet the requirements of the First Judicial Circuit. Please consider having your name placed on the ARL in the county(s) of your choice.
To be placed on the ARL, please review the policies and procedures of the Justice Administrative Commission by visiting their website: www.justiceadmin.com. Next, review and become familiar with the procedures of the First Circuit ISC as outlined below in the most current Administrative Order. Then, complete the application (which can be downloaded from below) and submit it to my office. The application requires you to designate the areas of practice in which you are willing to serve. Once you have submitted your application to my office, your name will be forwarded to the Justice Administrative Commission. The JAC will prepare a contract and forward the contract to you. Your contract is with the State of Florida. Once you have signed and returned the contract, you will qualify for payment in accordance with the policies and procedures of the JAC and in accordance with the procedures outlined in the most recent administrative order.

First Judicial Circuit Indigent Services Committee
The First Judicial Indigent Services Committee (ISC) is comprised of Chief Judge Kim A. Skievaski, First Circuit Public Defender, Jack Behr, criminal trial attorney, Barry Beroset, and assistant county attorney, Alison Perdue. The meetings of the ISC are subject to public meeting laws and notification of all meetings will be posted in every courthouse in the circuit as well as on this site. Any member of the public is welcome to attend. The members of the ISC have agreed that between meetings, any issue(s) which arise and need to be addressed, that Chief Judge Skievaski, as Chair of the ISC, will be given authority to make executive decisions which are subject to approval and/or modification at the meetings of the ISC.
