All judges within the First Judicial Circuit rotate into different divisions periodically based on ordinary movements of judges (retirement, resignations, etc.) and for purposes of allowing all judges to work in different areas of the law.  On occasion, a judge may be reassigned because of conflicts or because other judges need urgent or emergency coverage.
